Chief Executive Officer
St. Joseph Regional Health Center
The Organization
St. Joseph Regional Health Center (SJRHC) is a not-for-profit Catholic medical center that is part of St. Joseph Health System and sponsored by the Franciscan Sisters of Sylvania, Ohio through a parent organization known as Franciscan Services Corporation. SJRHC has been providing continuous service in the Bryan, Texas region since 1912 and since the Franciscan Sisters arrived in 1935.
SJRHC is a modern hospital facility licensed for 290 beds (including a freestanding rehabilitation center, and behavioral health services) that offers a Level III Trauma Center and serves as the major medical referral center for the seven-county Brazos Valley area. All major clinical services are offered, including: Cardiology, Oncology, Orthopedics, Birthing, Critical Care, Telemetry and Neurosciences. SJRHC recently achieved Joint Commission certification as the first Primary Stroke Center in the Brazos Valley, in addition to their accreditation as a Chest Pain Center (with PCI). A second campus in Bryan, St. Joseph Regional Rehabilitation Center (SJRRC) provides a comprehensive 30-bed inpatient unit (CARF-accredited) and outpatient rehabilitation program. A third campus in College Station provides a freestanding ER, Diagnostic Center and express clinic. St. Joseph was the first hospital in the area to offer comprehensive cardiac services, with the only dedicated Cardiac Catheterization Laboratory and cardiovascular surgery program in a 90-mile radius. In 2008, there were 2100 live births at the Health Center.
St. Joseph Health System (SJHS) is based in Bryan, Texas and serves the seven-county Brazos Valley area as an integrated health care network of hospitals and clinics. SJHS health system operations include four hospitals, eight rural health clinics, two long-term care centers, a physician services corporation, property management company, Foundation and PPO organization. With a combined total of 615 licensed beds, SJHS presently has gross operating revenues of almost $1 Billion and it is financially sound. In fact, the Health System operating margin has improved significantly over the last year. There are over 2600 employees and 1077 volunteers serving at six facilities with 4.5 FTEs per occupied bed.
Across the region SJHS has a total medical staff of just over 400 physicians and allied health providers, many who are part of St. Joseph Physician Associates. SJPA is a Texas 5.01(a) Certified Nonprofit Healthcare Corporation, incorporated in 1995. SJHS also
employs some 66 primary care physicians throughout 24 sites. Moreover, SJRHS supports the Brazos County Family Practice Residency Program with Texas A & M Health Science Center College of Medicine.
In 2007 the SJRHS was the recipient of the Texas Award for Performance Excellence from the Texas Quality Foundation. The majority of health services are delivered at the main SJRHC campus. However, the entire St. Joseph Health System consists of:
Alliance Health Providers Brazos Valley (Bryan) - a PPO introduced in 1987;
St. Joseph Physician Associates (Bryan) - a company that employs some 66 specialty and family practice physicians.
St. Joseph Foundation (Bryan) - to support the non-profit healthcare organizations of
SJHS
St. Joseph Gold Medallion (Bryan) - a program that began in 1988 for people age 55 or over, with health education seminars, group travel, social events, volunteer opportunities, and special discounts and services;
St. Joseph Spirit of Women (Bryan) - participation in the national Spirit of Women Hospital Network by SJRHC. With more than 4,500 members, this loyalty program provides women of all ages a unique experience in health education and awareness.
St. Joseph Manor (Bryan) - a 125-bed facility that offers assisted living for the frail elderly and skilled and intermediate nursing care;
St. Joseph Regional Cancer Center (Bryan) - offers state-of-the-art radiation oncology treatment, including a stereotactic radiosurgery program. The Center also houses the practice offices of three medical oncologists.

St. Joseph Regional Occupational Health Clinic (Bryan) - has been serving businesses and industries in the region for over five years with 24-hour availability and on-site occupational health services;
St. Joseph Regional Rehabilitation Center SJRRC (Bryan) - opened in 1997, providing rehabilitation services for patients suffering from neurological, brain injury, stroke, and general rehabilitation injuries with 31 rehabilitation beds;
Burleson St. Joseph Manor (Caldwell) - opened in 1999, offering Medicare, Medicaid, and private beds for skilled and intermediate nursing care for elderly residents with 112 beds;
Burleson St. Joseph Health Center (Caldwell) - a 25-bed Critical Access Hospital leased in 1995, providing emergency services supported by 24-hour ambulance service using a mobile intensive care unit, inpatient care for general medicine patients, and complete X-ray and lab services, as well as physical therapy and other support services;
Burleson St. Joseph Somerville Clinic (Somerville), a family medicine clinic staffed by a
Family Nurse Practitioner and LVN, providing health and wellness services to adults and children;
St. Joseph-Caldwell Family Medicine Clinic (Caldwell) - a family medicine clinic providing health and wellness services to adults and children for primary care and minor emergencies;
Grimes St. Joseph Health Center (Navasota) - a 25-bed Critical Access Hospital offering 24-hour emergency services, including x-ray and ultrasound, skilled nursing, acute care, outpatient surgery, physical therapy, occupational therapy, cardiac rehabilitation.
GSJHC houses a 10-bed behavioral health unit, operated by SJRHC, that offers the only inpatient behavioral health crisis stabilization services in the region;
St. Joseph-Lexington Family Medicine Clinic (Lexington) - a family medicine clinic providing health and wellness services to adults and children, for primary care and
minor emergencies, and chronic medical conditioning, radiology, and ADD testing for adults and children;
Powell Memorial-St. Joseph Family Health Center (Centerville) and St. Joseph-
Normangee Family Health Center (Normangee) - staffed with a full-time physician’s assistant (with a physician available every other week), offering a variety of primary care services including general family medical services and care for minor injuries;
J.B. Heath Family Health Center (Madisonville) - offering a full range of primary care services including physicals, immunizations, patient education, pre-natal care, postpartum care, and well woman exams, as well as diagnosis, treatment, and follow-up care of acute and chronic disease processes, minor illnesses, and minor injuries;
Madison St. Joseph Health Center (Madisonville) - a 25-bed Critical Access Hospital and
Level IV Trauma Center offering a full line of family medical services, from 24-hour emergency services supported by 24-hour ambulance service using a mobile intensive care unit, to inpatient medical care for general medical cases, as well as laboratory and stress testing, physical therapy, x-ray, mammography, CT, ultrasound, inpatient/outpatient surgery, social services, and SafeSitters courses;
St. Joseph-Franklin Family Medicine Clinic (Franklin) - a family medicine clinic providing health and wellness services including management of acute care of minor and chronic illnesses;
St. Joseph-Hearne Family Medicine Clinic (Hearne) - a family medicine clinic providing health and wellness services with a variety of basic primary care services including assessment and treatment of physical illness, disability, or injury, as well as preventative health care;
St. Joseph Express - the health system’s relatively new initiative into the urgent health care market. The initial SJ Express was opening in College Station in 2008 and followed by a location in Bryan in early 2009. The clinics handle everything from cuts and sprains to minor emergencies and enjoy high levels of patient satisfaction.
Franciscan Services Corporation (FSC), established in 1984, is the formal expression of the sponsored health and human services ministry of the Sisters of St. Francis of Sylvania, Ohio.
FSC member organizations, located in Ohio, Texas, and Kentucky, include six hospitals, eight long-term care facilities, four assisted living facilities, independent senior housing, a counseling center, and a long-term shelter for victims of domestic violence.
FSC serves as a holding corporation and provides consultation rather than direction to its member organizations. It also provides access to capital through an obligated group, and FSC provides certain other economies and access to services such as with insurance. The FSC obligated group has enjoyed an A- bond rating since 1987.

The Position
Location
Bryan-College Station is a metropolitan area in the Brazos Valley region of Texas that covers three counties: Brazos, Burleson, and Robertson. It is a growing area. As of the 2000 census, the MSA had a population of 184,885, although a July 1, 2008 estimate placed the population at 207,425. The twin cities of Bryan and College Station have gained recognition as one of the top 10 best small metro areas for relocating families in the United States and one of the top places to live. The community has many of the amenities of a large city while maintaining a small town atmosphere. Also, local unemployment hovers around three to four percent, among the lowest in the state of Texas, and cost of living is very affordable.
Bryan-College Station is located in east central Texas, approximately equidistant from three of the ten largest cities in the United States. It is 95 miles north of Houston, 166 miles northeast of San Antonio and 169 miles south of Dallas. It is 104 miles east of Austin, the state capital of Texas. Area lakes cover 180,000 acres and include Lake Somerville, Lake Conroe, Gibbon's Creek Reservoir, Lake Limestone and many others. The main campus of Texas A & M University is located here. The university's enrollment includes approximately 46,000 students on the 5,200 acre campus. Blinn College is also located here and has an enrollment of over 5,000 students. The local climate is subtropical and temperate and winters are mild with periods of low temperature usually lasting less than two months. Snow and ice are rare. Summers are warm, humid, and hot with occasional showers.

Travel
A moderate amount of regional travel in and around the St. Joseph Health System service area and Central Texas is anticipated. Active involvement with appropriate professional societies and organizations as well as with the Franciscan Service Corporation might also involve some national travel.
Reporting Relationships
The Chief Executive Officer of St Joseph Regional Health Center will report to Anthony D. “Tony” Pfitzer, who was recently appointed as President and CEO of St. Joseph Health System. The Health Center Chief Executive Officer shall represent the Board of Directors and the management of the Health Center, and shall have all the authority and responsibility necessary to operate the Health Center’s activities and departments, subject to the policies of the Board of Directors or its Executive Committee. The Health Center Chief Executive Officer shall act as a duly authorized representative of the Board of Directors in all matters in which the Chief Executive Office shall report, as directed by the Board, to the Chairman of the Board of Directors between Board meetings and to the Board and its Executive Committee at each meeting on all matters relating to the corporation. The Chief Executive Officer shall be responsible for assuring that the hospital provides the highest quality of care possible; maintains a fiscally sound operation; fulfills both short- and long-term strategic plans; ensures respect and appreciation for diversity; provides an effective, safe and positive working environment for employees and complies with all applicable laws, regulations and accreditation requirements. Direct Health Center reports include: the Vice President of Professional Services (CNE), Vice President of Support Services, Vice President of Ambulatory Care, and a matrix reporting relationship to the Vice President of Finance.
The CEO of the Health Center also serves together with the President and CEO of St. Joseph Health System, as a key member of the Health System executive leadership team, known as the Administrative Council. Direct Health System reporting relationships include: the St. Joseph Manor Administrator, the Grimes St. Joseph Health Center Administrator, the Burleson St. Joseph Manor Administrator, the Burleson St. Joseph Health Center Administrator, the Madison St. Joseph Health Center Administrator.
Responsibilities
The CEO of St. Joseph Health Center will be responsible for managing services and programs that affect the operational performance for all of St. Joseph Health System and its facilities. This person will ultimately ensure the overall operational and financial integrity of St. Joseph Health Center, three Critical Access Hospitals, two Nursing Homes and psychiatric and rehabilitation services for the Health System through oversight of the day-to-day operation. The Health Center CEO will provide leadership and management oversight for the development of high quality, cost effective and integrated clinical programs within the entire operation. The management portfolio held by this leader is notably diverse, with corresponding broad organizational implications and complexity, characterized by substantial scope of responsibility in this respect.

The following comprise the major expectations of the person who accepts the Chief Executive Officer, St. Joseph Health Center position:
-Enhance risk management efforts to improve performance of “never” events (compared to 2009).
-Improve performance of publicly reported data on core measures and patient satisfaction, as well as employee and physician satisfaction scores.
-Submit a proposal regarding CPOE implementation.
-Establish quarterly “clinical service line” meetings.
-Work with the relevant clinicians to discuss, and initiate planning if appropriate, the following in 2011 – laborist program, orthopedic and cardiologist hospitalist program.
-Recommend to governance a proposal to lease Health System employees from a new corporation instead of from SJRHC.

Education/Certifications
This position requires the minimum of a Masters Degree in Business Administration or Health Services/Hospital Administration.
Professional Qualifications
At least ten years of progressive experience in a large, complex healthcare provider organization that has included high level positions as either CEO or COO.

Demonstrated operational experience as well as a deep working knowledge of operations from a financial perspective, including financial analysis, benchmarking and decision support.

Excellent physician relationship skills and the ability to work collegially with medical professionals and other healthcare providers in partnership toward common objectives.
